The National Police Board of Finland has recorded approximately 50 applications for online gambling licenses. The regulated market is scheduled to open on July 1, 2027.
Application numbers have doubled since late March, when only 24 submissions were registered. Most candidates are international operators, requiring the regulator to verify ownership structures, financial stability, and documentation across multiple jurisdictions. Each license review costs €29,000 and takes an average of six months to complete.
Market Projections and Regulatory Framework
Several core market regulations remain under review, including rules for player bonuses, advertising standards, and consumer protection measures. Industry analysts previously projected that 40 to 50 licensed operators would enter the Finnish market upon launch. The current volume of applications meets this estimate more than a year before the new system begins.
